The shoulder is ALSO elasticated - which allows you to wear it on or off the shoulder - depending on your bra and your mood! Such a fun party dress - this one would be absolutely incredible for a fun night of dancing - all those ruffles to shake around!! But it's nice that it's also a low maintenance fabric - no need to be precious about where you sit or if it's going to show sweat! lol 33.5 inches in length. The waistband is 25 inches unstretched, and stretches to like, 38 inches to get on and off - so definitely has wiggle room. 100% cotton. Never worn!
